Recondition keeps the finish on the item. It is cleaned and touched up with color, if needed, and a new compatible finish is applied. In some cases the wood may be in good shape but the finish may be worn out and thin with not enough left to repair by the abrasion technique.
Recondition is the technique of applying a new finish over old.
